Owner use clarification, 12 October 2026

Following case-specific assessment and documented professional instruction, owners who have confirmed that they understand and accept the agreed guidelines may use an e-collar independently, without a professional being physically present. Use must remain within the agreed training plan, welfare safeguards and review arrangements, and be lawful in the relevant jurisdiction.

ABOUT NAPET

Why NAPET Exists

We are a professional body dedicated to supporting ethical, responsible and professional E-collar training within the UK dog industry.

NAPET exists to provide clarity, leadership and structure in an area that is frequently misunderstood.

OUR PRINCIPLES

Standards that protect dogs and owners

Three priorities guide NAPET’s approach to responsible, professional E-collar training.

Welfare led practice

Dog welfare comes first. Responsible use must be proportionate, ethical and focused on protecting the dog.

Professional competence

Specialist tools require appropriate knowledge, practical experience and clear professional expectations.

Clear accountability

Responsible practice depends on transparency, education and a clear distinction between ethical use and misuse.

ABOUT NAPET

Standards, education and informed policy

E-collars are specialist training tools that require appropriate knowledge, experience and ethical responsibility. NAPET promotes their responsible use by establishing clear professional expectations and supporting education led practice.

NAPET also recognises the changing regulatory landscape surrounding dog training tools. In the UK Government’s Animal Welfare Strategy for England, Defra says it will consult later in this Parliament on whether to ban electric shock collars.

In response, NAPET is preparing to engage formally with the forthcoming consultation process. The association will seek to challenge proposals for a blanket ban by contributing professional expertise, practical experience, and informed analysis, with the aim of ensuring that any future policy decisions are proportionate, evidence-led, and aligned with real-world dog welfare considerations.

NAPET is committed to constructive public engagement and informed discussion. The association’s role is not to promote tools indiscriminately, but to ensure that responsible, ethical E-collar training is properly understood, clearly distinguished from misuse, and fairly represented in public and policy debate.

NAPET exists to provide a credible, professional voice for responsible E-collar training, focused on education, standards and the long term welfare of dogs.
